随着网络交流互动的日益频繁,数字社会的诸多问题日趋凸显,如大量攻击性、侮辱性言论不仅破坏了网络空间的沟通秩序,也威胁着网民心理安全与社会发展。因此,网络语言治理成为全球数字治理体系中的核心议题之一。英国于2023年正式颁布《在线安全法案》,应对数字社会网络活动中的非法内容以及儿童有害内容。本文采用文本分析法,在梳理该法案立法背景的基础上,解析其制度模式与运行机制,并结合中国当前网络语言治理现实情况,探讨英国模式对我国优化完善网络语言治理体系的启示。
Abstract：With the growing intensity of online interactions, challenges of the digital society have become increasingly prominent. The prevalence of offensive and derogatory discourse not only disrupts communicative order in cyberspace but also undermines netizens' psychological well-being and poses risks to social stability. Consequently, online language governance has become a central issue in the global digital governance agenda. In 2023, the United Kingdom enacted the Online Safety Act to regulate illegal online content and mitigate the exposure to harmful content, particularly for children in online activities. Drawing on textual analysis, this paper reviews the Act's legislative background, and examines its institutional framework and operational mechanisms. In light of China's ongoing practices in online language governance, it further explores the implications of the UK model for refining China's governance system.
