“让美国再次伟大”(MAGA)运动长期将反毒品议题作为重要的政治工具,用以动员选民和凝聚内部共识。近年来,面对国内日益严峻的芬太尼危机,MAGA运动通过“议题安全化”“责任外部化”“对策唯一化”等策略构建了一套成功的政治叙事。该叙事将这一根植于美国内部的复杂公共卫生挑战,重新定义为一场由中国、墨西哥等国发起的“国家安全入侵”,并直接影响了美国的对外贸易决策。此举的本质是将一个亟需互信与专业协作的跨国治理议题“安全化”,使其降格为服务于单边主义外交的地缘博弈筹码。这一转变不仅异化了国际禁毒合作的根本逻辑,侵蚀了大国关系中宝贵的“缓冲带”,更开启了将全球治理议题工具化的不良先例,对未来的国际合作秩序构成了深远挑战。
Abstract：The “Make America Great Again”(MAGA) movement has long employed the anti-drug platform as a political instrument to mobilize its base and forge internal unity. In recent years, amid a severe domestic fentanyl crisis, this strategy has intensified. Through tactics of securitization and externalizing blame, the movement has reframed a complex public health challenge — one rooted in the U. S. — as a national security threat orchestrated by China and Mexico, directly impacting American foreign trade policy. This approach effectively weaponizes a transnational problem requiring trust and cooperation, reducing it to a bargaining chip for unilateral foreign policy. Such a shift not only undermines the foundation of international counter-narcotics efforts and erodes vital stability in great-power relations, but also establishes a harmful precedent of using global governance issues as political tools, posing a significant threat to the future of international order.
